Division 6 Measurement Rules in Effect (January 2024)
The Colorado Division of Water Resources announced that as of January 16, 2024, new rules governing the measurement of surface and groundwater diversions and storage are now in effect for Division 6. The division includes the Yampa, White, Green and North Platte River basins.
Water users are provided the following time periods to comply with the rules:
- Diversion structures with a capacity or water rights greater than or equal to 5.0 cfs - 12 months (January 16, 2025);
- Diversion structures with a capacity or water rights greater than or equal to 2.0 cfs and less than 5.0 cfs - 18 months (July 16, 2025);
- Diversion structures with a capacity or water rights less than 2.0 cfs - 24 months (January 16, 2026);
- Reservoirs with a capacity or water rights greater than or equal to 5.0 AF - 12 months (January 16, 2025);
- Reservoirs with a capacity or water rights less than 5.0 AF - 24 months (January 16 2026).
The Division 6 Measurement Rules have been finalized and are effective as of 1/16/2024. A copy of the final rules and statement of basis and purpose can be found on the Division 6 webpage. Well Construction Rulemaking (2023, ongoing)
The Board of Examiners (Board) will be opening the Rules and Regulations for Water Well Construction, Pump Installation, Cistern Installation, and Monitoring and Observation Well/Hole Construction (Construction Rules) 2 CCR 402-2 in 2023. Board Staff is developing proposed changes and would like to hear from the contractors, suppliers, scientists, and engineers in the industry.

DWR Amended Policy 1993-1 and GWS-42 form for Well Location Amendments
DWR is rolling out a new Notice of Intent eForm on May 1, 2023
On Monday, 5/1/2023, the Division of Water Resources will launch a new eForm that will replace the GWS-51 (Notice of Intent to Construct Monitoring Hole) and GWS-62 forms (Notice of Intent to Construct Dewatering Well) used to file notices of intent. PDF Forms GWS-51 (Notice of Intent to Construct Monitoring Hole) and GWS-62 (Notice of Intent to Construct Dewatering Well) will no longer be available on our website, but DWR will continue to accept these old forms for a 60-day transition period of May through June, 2023. GWS-51 and GWS-62 PDF and paper forms will no longer be accepted after June 30, 2023.
